In celebration of the 15th Police Community Relations Month, the La Union Police Provincial Office conducted Talakayan Sa Isyung Pulis (TSIP) on July 29, 2010 at 9:00 o’clock in the morning held at the People’s Hall, San Fernando City, La Union. The activity was facilitated by Mr. Rico Valdez of DZNL Akyon Radyo and Mr. Daniel Arzabal of DZSO Bombo Radyo-La Union. PSSUPT RAMON O PURUGGANAN, PESE, Officer-In-Charge, LUPPO; PSUPT PEDRO U OBALDO, JR, COP of San Fernando City Police; PSUPT MANUEL P APOSTOL, Chief, PCR Branch; ATTY. DENNIS LOMBOY, Provincial Legal Officer of NAPOLCOM; Mr. Ranilo Ipac, Secretariat, PDCC/PSWD Officer; and Mr. Adamor Dagang, Provincial information & Tourism Officer were the Panelist. It is in this activity that the people were newsworthy informed on the plans program and on-going projects through the PNP and interaction with the media. The main highlight of the program is the open forum wherein the participants composed of students and media personalities from La Union can throw their questions to the panelist. The issues and concerns tackled during the talakayan include among others: Implementation of the Ban of Sirens, Blinkers and other related Devices; Search and Rescue (SAR) preparation of PDCC and security, safety and disaster preparedness in the different municipalities in the province during the calamites, and the preparation of the upcoming 2010 Surfing Break at San Juan, La Union. The Talakayan also provide the PNP an opportunity to inform the community on the on-going activities of the police in order to achieve its mission and vision. Likewise, other matters and issues regarding police issues and concerns were also discussed.

The La Union Police Provincial Office together with all Police Stations celebrates the 15th Police Community Relations Month. It started with the hanging of streamers in front of their respective offices on July 1, 2010. The PCR Month Celebration is a good opportunity to further strengthen police community partnership particularly in the police stations that provide direct link of service to the community. The theme for this year’s celebration is “Matatag na Pagkakaisa ng Pambansang Pulisya at Mamamayan Tungo sa Kapayapaan at Kaunlaran”. The Kick-off ceremony was conducted at the Marangal Grandstand, La Union PPO led by PSSUPT NOLI G TALIÑO, Provincial Director on July 5, 2010 at 8:00 in the morning with Director Trigidia Colisao as the Guest of Honor & Speaker during the Distinguished Visitor Program. The PNP Distinguished Visitor Program is one of our significant activities which aims to bring the police organization closer to the community. It also affords the policemen an opportunity to interact with the heads of government and non-government organizations and to learn from them the important ideas that will help improve our delivery of public safety services. One of the highlights of the activity is the Presentation of Awards to the Best PCR Station of the Year – San Juan Police Station and Best PCR PNCO - PO2 Lani Peralta.

On July 21, 2010 at 10:00 o’clock AM, Bacnotan Police Station through the initiative of PCI GARY BOY L TAGUFA, COP conducted the Inauguration/Blessing of the newly built Police Assistance Center at Brgy Quirino, Bacnotan, La Union with the full support of the Local Government Unit led by Hon Rufino Fontanilla, Municipal Mayor and Mr. Andy White, Vice-President/Area Plant Manager, HOLCIM, Phils., Inc. The La Union Police Provincial Office led by PSSUPT RAMON O PURUGGANAN, Officer-in-Charge is one of the invited guests who graced the occasion together with by PSUPT ANGELITO D DUMANGENG, DPDO, PSUPT MANUEL P APOSTOL, PCR Officer, PCI JULIO S GOROSPE, JR, Admin Officer and SPO4 Dante V Ducusin, PESPO. The program was highlighted by the Inauguration/Blessing/Cutting of the Ribbon of the newly built PAC led by PSSUPT RAMON O PURRUGANAN assisted by Hon. Rufino Fontanilla & Mr. Andy White. This was followed by the Launching of Bike Patrol and Turn-Over of Firearms, Motorcyle and Handheld Radio.

On 200900H July 2010, a Blood Letting Activity, an Impact Project of this Office “Sagut a Biag” under the leadership of PSSUPT RAMON O PURUGGANAN, Officer-in-Charge held at the lobby of CSI City, Brgy Biday, City of San Fernando, La Union. The personnel of La Union PPO PCR Branch together with the medical team of La Union PPO Provincial Health Service and volunteers of Ilocos Training and Regional Medical Center were present to assist in the bloodletting activity. Civilian Volunteer Organizations (CVOs), Barangay Peacekeeping Action Team (BPATs) from the different municipality in the province of La Union and PNP personnel were among the donors of this noble act. PSUPT MANUEL P APOSTOL, Chief, PCR Branch together with Atty. Dennis Lomboy, Provincial Officer, NAPOLCOM also volunteered to have their own blood donated.

Camp Diego Silang, Carlatan, City of San Fernando – PSSUPT RAMON OYSON PURUGGANAN formally assumed as Officer-in-Charge during a simple turn-over ceremony on July 15, 2010 at 2:00 o’clock in the afternoon at the Marangal Grandstand, La Union Police Provincial Office with Hon. Manuel C Ortega, Provincial Governor, Province of La Union as the Guest of Honor and Speaker, and PCSUPT ORLANDO M MABUTAS, Regional Director, Police Regional Office-1 as the Presiding Officer. The Guests and other attendees was welcomed by PSUPT ROLLY A BERSOLA, Deputy Provincial Director for Administration extending his gratitude to those who attended the Turn Over Ceremony. PSSUPT REYNALDO G BIAY, Chief, RPHRDD, PRO-1 for his part read the relief and designation of orders and thereafter awarded the Medalya ng Kagalingan to the Outgoing Provincial Director, PSSUPT NOLI G TALIÑO. In his remarks and relinquishment of command, he extended his gratitude to all the Officers, PNP personnel and NUPs of La Union PPO who supported him throughout his term of office. He recognizes all agencies of government, NGOs, NGAs and the community in the accomplishment of his mission and visions in the maintenance of peace and order in the Province of La Union.
