“PNP joins Fun Run”
With every physical fitness activity, the PNP are there to join, inspire and secure the community for better coordination and harmonious relationship.
At least three (3) Fun Run activities were joined by PNP members of LU PPO just this month of December. First is the World AIDS Day Fun Run dubbed as “Young People Getting to Zero” on December 3, 2011 under the leadership of Philippine NGO Support Program, INC, DepED, Provincial Government and City Government of San Fernando City with the objective to solicit the support of at least 1,000 advocates and generate funds to continue the health leadership program of PHANSuP involving young people.
Another Fun Run event is the simultaneous conduct of Million Volunteer Run of the Philippine Red Cross on December 4, 2011 in which the PNP personnel of La Union actively participated/joined in this endeavor held in front of the City Hall, San Fernando City, La Union. A warm-up exercises led by the Fitness Instructor from the City Government started the activity followed by the race that started at 6:30 in the morning in front of the City Hall. A total of twenty three (23) PNP personnel of this Office led PCINSP MARLON D PAISTE, Chief of the PCR Branch participated/joined in this activity. The MVR was also attended by the Provincial & City Government led by Hon. Pablo C. Ortega, City Mayor/Chairman, MVR; Philippine Navy; Philippine Coast Guard; Bureau of Fire & Protection; different Local Government Units; NGOs and other private/government agencies of this province. The activity culminated at about 8:30 A.M. with the Awarding of prizes to the top 10 runners of 5K & 3K category.
Another Fun Run was held in Agoo as the highlights on the celebration of 433rd Agoo Foundation Anniversary that started and ended in front of Agoo Municipal Hall. The event started at 6 o’clock in the morning on December 8, 2011 participated by about 2, 000 participants coming from the different government agencies to include LU PPO and all municipal employees of Agoo led by Hon. Mayor Sandra Young Eriguel, M.D; Barangay Officials of forty nine (49) barangays led by their respective barangay Chairman; 2nd Maneuver Company RPSB-1 led by PINSP CHRISTIAN JOY ALQUEZA; Commanding Officer RCLO 1 led by PINSP M,ARIBEL VILLANUEVA; RTS-1, Aringay, La Union; different schools in the municipality; NGOs and other distinguished VIPs/visitors from different municipality within District 2 of La union.
These events provided an opportunity for law enforcers to strengthen the partnership with the community and to show the PNP’s dedication towards building a more livable workplace for our community.

“LU PPO conducted Criminal Investigation Course”
Camp Diego Silang, Carlatan, City of San Fernando - The La union Police Provincial Investigation and Detective Management Branch (LUPIDMB) conducted Criminal Investigation Course Class 91-2011 that commenced on August 24, 2011 participated by forty eight (48) PNP personnel from the different police stations province wide. All the participants successfully hurdled the said course as mandated in the Program of Instructions. The closing ceremonies was held last 11 November 2011 at the Conference Room of the La Union PPO.
Sangguniang Panlalawigan Member FRANCISCO “KIT” C. ORTEGA was the Guest of Honor and Speaker during the closing ceremony and accompanied by Sangguniang Panlungsod MARIO LACSAMANA. In his message, Hon. KIT ORTEGA emphasized the essence of being investigators that the fate of every case lies in the investigators’ hands.
The said activity was presided by no less than the Provincial Director, PSSUPT RAMON OYSON PURUGGANAN who emphasized to the graduates to apply what they have learned from said course.
P02 Dennis R Riñon garnered an average grade of 86.31% and emerged as Number One in the class. He was then awarded the Medalya ng Kasanayan while Medalya ng Papuri were awarded to P01 Antonio G Milo Jr (85.67%) and P01 Annabelle C Hufana(85.60%) who placed second and third, respectively. The Leadership Award was given to SP01 Celestino N Navalta, the Class President.
Criminal Investigation Course should be then conducted continuously to all PNP personnel and not only for those who are detailed as investigators in order to enhance their skills and capabilities in Criminal Investigation.

“PNP La Union Conducts Annual General Inspection”
The Annual General Inspection Readiness Security Inspection Test and Evaluation (AGI ORSITE) started Monday (October 17, 2011) at Camp BGen Oscar M Florendo, PRO-1 with it simultaneously inspection in different Police Provincial Office (PPO) to include La Union Police Provincial Office with all its Police Stations.
PSUPT JUNEL Z RAMIREZ of National Head Quarters is the Head of the Inspecting Team for LUPPO. The three day AGI/ORSITE for LUPPO is geared to check on the preparedness of the Police Provincial Offices and the different police stations in the province.
The team was split into two teams for District 1 and 2 inspection of the nineteen (19) Municipal Police Stations and one (1) City Police Stations in the province, including the LU PPSC. An entrance briefing conducted at the conference room of the Camp Diego Silang was likewise attended by LUPPO Staff Officers and the twenty (20) Chiefs of Police in the province.
After the rank inspection, LUPPO presented Operational Readiness Security Inspection and Test Evaluation (ORSITE) test and the handling of violent protesters by the Crowd Dispersal Management was observed. It was followed by the Crisis Management wherein the operational readiness of LUPPO and PPSC was showcase including IAD, Low and High Risk Checkpoints, Hand Cuffing Techniques, Hostages Negotiation, Camp Defense Plan, Fire Drill and Earthquake Drill.
On Oct 19, 2011 PCSUPT RAMON G ANCHETA of the Philippine National Police Regional Internal Affairs Service of NCR at the same time the Head of the AGI/ORSITE Inspecting Team for PRO-1 visited LUPPO and he was duly given with an arrival honor. PCSUPT ANCHETA was then a former DPDA of LUPPO in the previous year.
To end the AGI/ORSITE for 2011, an Exit Briefing was done at Camp BGen Oscar M Florendo attended by all Provincial Directors from the different provinces of PRO-1.

“A Taste of Justice for Barangay Captain Bucalbos ”
Camp Diego Silang, Carlatan, San Fernando City, La Union - A case of Murder has already been filed against the suspect Roland Urmeneta @ Roland Atenemro in court. Urmeneta was the suspected killer of Barangay Captain Thelma Bucalbos of Calautit, Bacnotan, La Union during a basket tournament at the covered court of the municipal plaza of Bacnotan on October 2, 2011.
He (suspect) was subsequently committed at La Union Provincial Jail as per Commitment Order and issued by executive Judge Victor O. Concepcion of RTC Br 66, San Fernando City, La Union.
However, one of the victim identified as Leonarda Ursua who was hit by an astray bullet on his right waist, executed an Affidavit of undertaking that he is no longer interested about the case. His action signifies his intention to refrain in the further investigation and prosecution of the case.
Bacnotan Police is still conducting thorough investigation to identify the reported companion of the suspect and on the motive of the incident.
